MAIL-IN BALLOT APPLICATION DEADLINE: 5 PM TUESDAY, APRIL 16
Registered Pennsylvania voters planning to vote by mail in the April 23 primary election have one week left to apply for their ballot online or in person. You are encouraged to apply as soon as possible, so that you will have time to return your ballot by 8 pm April 23rd, the day of the election.
Voters are strongly encouraged to follow these steps to ensure their ballot can be counted:
- Read all instructions enclosed with the ballot.
- Fill out the ballot by following the instructions on how to mark selections.
- Seal the ballot in the yellow inner secrecy envelope marked “official election ballot.” Do not make any stray marks on the envelope.
- Seal the yellow inner secrecy envelope in the pre-addressed outer return envelope.
- Sign and put the current date on the voter’s declaration on the outer return envelope. Note: The voter’s declaration features an icon of a hand holding a pen. The witness section on the outer envelope needs to be filled out only if a voter requires assistance to complete their ballot.
- Return the ballot by mail or by personally delivering it to the County Office Building or regional return sites described below. You may only return your own ballot in person.

MAIL-IN, ABSENTEE BALLOT RETURN OPPORTUNITIES
As of Monday, 115,769 mail-in ballot applications have been processed, including 94,910 from Democratic voters and 20,834 from Republican voters. Democratic voters have returned 6,343 ballots;
Republican voters have returned 1,383 ballots. Updated totals of ballot applications received and ballots returned will be posted at Election Updates daily, Monday-Friday.
You can return your own completed ballot via mail (a first class stamp is the correct postage) or you may return it in person, early, to any of seven staffed ballot return locations on the two weekends before Election Day:

Downtown Pittsburgh: County Office Building 542 Forbes Avenue at Ross Street Pittsburgh, PA 15219 (Voters may park briefly on Ross Street in the lane nearest the building while turning in a ballot.) Remember: each voter may only return their own ballot unless they have completed authorization forms to turn in a ballot on behalf of someone who physically is unable to return their own ballot. Weekend ballot return locations accept only completed ballots, enclosed in signed and dated declaration envelopes. Locations are staffed by county employees who will assure ballot declaration envelopes are correctly dated, signed, and date-stamped before they are accepted.
Completed mail-in and absentee ballots may also be returned at the Ross Street entrance of the County Office Building Monday, April 15 – Thursday, April 18 from 8:30 am-4:30 pm; Friday, April 19 from 8:30 am – 8 pm; Saturday, April 20 from 9 am – 5 pm; Sunday, April 21 from 11 am – 7 pm; the day before Election Day, Monday, April 22 from 8:30 am-8 pm. Election Day ballot return hours are the same as polling hours, 7 am-8 pm.

OVER-THE-COUNTER VOTING UNDERWAY THROUGH APRIL 16
Over-the-counter voting continues through April 16.
Voters may come to the first floor of the County Office Building at 542 Forbes Ave., the corner of Forbes and Ross St., where they may complete a mail-in or absentee ballot application at the counter. After the application is reviewed and approved the voter is presented with all materials needed to vote by mail. Voters may immediately vote and return the ballot on site or take the materials with them. The voted ballot must be returned to the Elections Division either by mail or hand-delivery by the voter no later than 8 pm on election day, Tuesday, April 23.
After the April 16 deadline for mail-in voting applications, voters who need to vote prior to April 23 will need to request an emergency ballot at the County Office Building. The counter in the lobby has the same hours
as the Elections Division office – 8:30 am to 4:30 pm, Monday through Friday.

62 POLLING PLACES HAVE NEW LOCATIONS
If you plan to vote in person, be aware that more than 60 of the 1327 polling places in Allegheny County have been relocated for the April 23 primary election. Online resources to help voters find their new voting location are updated and available. Check your polling place and registration before heading out to the polls!
Additionally, a mailing advising voters of their new polling locations will be sent to all households in affected precincts. On Election Day, signage will be posted on the former
polling places directing voters to their new polling places.
